Waco is a home-rule city with a council-manager form of government. The City Council is comprised of a Mayor, elected at-large, and five City Council members representing single-member districts, all serving two-year terms. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and Municipal Court Judge. The City Council, City Manager, and staff conceptualize and prioritize strategic planning for Waco’s growth. A consistent priority is the efficient delivery of quality products and services to residents and visitors. One of the organization’s top goals is upgrading the City’s aging infrastructure as Waco continues to grow both residentially and commercially. The City provides a full range of municipal services, including Airport, Convention & Visitors’ Services, Development Services, Economic Development, Fire & Emergency Management, Health Services, Housing & Community Development, Library, Municipal Court, Neighborhood Engagement, Parks & Recreation, Police, Public Works, Solid Waste, Texas Ranger Hall of Fame, Water Utilities, and Zoo. The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance of 28% of budgeted revenues in the General Fund. The City of Waco has more than 1,853 employees and a FY 23-24 General Fund revenue budget of $203,711,508. The property tax rate is $0.755000 per $100 of valuation. The City of Waco offers affordable dental plans through Delta Dental and the QCD Discount Plan, covering routine care and more extensive dental needs. Vision Benefits Vision coverage, offered through Superior Vision, provides comprehensive eye care benefits. Retirement and Wealth Building Texas Municipal Retirement System (TMRS) All employees working at least 1,000 hours per year are automatically enrolled in TMRS, a guaranteed retirement program providing a lifetime annuity upon retirement.
Additional retirement savings plans are available for voluntary contributions. Compensation & Leave Longevity Pay Employees with at least one consecutive year of full-time service by November 1 are eligible for longevity pay. Life Insurance
Vacation Employees earn 13 vacation days annually, increasing to 18 days after 5 years and 20 days after 20 years of service. A maximum of 20 days can carry over to the next calendar year. Sick Employees earn 12 sick days annually. Unused sick days carry over to the next calendar year. Holidays The City observes twelve holidays:
Paid Parental Leave Employees can take up to 6 weeks of paid leave to bond with a newborn, newly adopted, or newly placed foster child within the first six months of birth or placement. Catastrophic Leave Our program allows employees to donate sick leave to colleagues experiencing qualifying events, ensuring support for those facing extended leave without available accrued time.
